No they don't. You don't say what zone you are in but if you in an area that will freeze they should be removed. I do it two ways... first the ones in the ground are dug and put in a large paper bag to dry, or just lay them out to dry a bit first so they don't rot. I store mine in a cool crawl space under the kitchen. It is dry there and doesn't freeze. Now the dahlias that I have in pots and window boxes I just bring in and let them dry right in their pots stopping all watering. After they dry completely, I then put them to bed in the same crawl space. Of course you can't plant the dahlias that are set in the ground until after the weather warms in the spring; but those that are in the pots I bring into my sun room and begin watering earlier and are nearly ready to bloom when they are set outside after all frosts have ceased. When you begin to water the potted dahlias is a good time to give them a shot of food.

No they don't, only tulips need that. I always leave my Dahlias in the ground, just separate them every other year.
